The United States along with Canada currently have a no concessions policy on paying ransom money. Even personal attempts to fundraise in order to pay a ransom was against the law in the United States until very recently.

However, as this podcast mentions, recent studies on the effectiveness of a no concessions policy show that outcomes may be worse when compared to countries that are willing to secretly pay ransom money.
